Russell Moore is a 100 ton Master with Sailing and Towing endorsements and is the owner of Xplore Offshore-San Diego’s only R.I.B. experience utilizing an inspected, custom-built vessel for Coastwise livery service.
Operating throughout Southern California with a largely recreational clientele, Russell and his vessel have also served as Unit Coordinator on dozens of film and television projects. He additionally serves as an event coordinator and safety consultant for nearly every San Diego paddling, outrigger, and triathlon event including multiple endurance events from Catalina to the mainland of Los Angeles. Since the launch of Xplore Offshore in 2003, he has joined with private contractors and military personnel to perform functions including a target vessel, chase boat, safety boat and operator platform for USV testing.
Russell serves as the lead rescue asset for high profile gas and oil events like the Annual Thunderboat Regatta on Mission Bay and the Red Bull Air Races on San Diego Bay. In 2007 he helped coordinate the Harbor Police, Coast Guard and Qualisec responses for downed pilots with the inaugural Air Race. Russell has participated in inter-agency rescue drills with SD Police, Fire and Lifeguard services to practice mass rescue scenarios off the San Diego Coastline. Most recently, Russell has contracted with San Diego Lifeguards and Homeland Security to conduct smuggling drills and disaster preparedness scenarios in San Diego and Mission Bay.
His small boat expertise is further broadened by two decades with the San Diego Crew Classic. Currently Russell serves as the Water Operations Director coordinating the activities of over 40 private vessels in the staging of one of the county’s oldest and largest rowing regattas.
Completing a Master’s degree in Business and Communications, Russell has been teaching and consulting for nearly three decades including a five-year term as an adjunct professor at San Diego State University.
Since starting Xplore Offshore Russell has logged over 46,000 miles in his custom R.I.B. and has been featured in National Geographic for his two-week exploration of the Sea of Cortez. Russell’s extensive and diverse boating background makes him highly qualified in all areas of small boat handling and precision driving. Russell also served as the performance tender Captain for BMW/Oracle Racing as it tested and tuned its 110 foot carbon fiber trimaran in the waters off San Diego. This state-of-the-art sailing project culminated with an extended stay in Valencia, Spain and an America’s Cup victory over Team Alinghi.
